In an informal meeting held on the UNA80 initiative, the ambassadors of the member countries also had the opportunity to share their views on this reform agenda launched by the Secretary General Antonio Guterres in March.

The UNA80 initiative is based on three main functions: to promote efficiency and reforms, in general, reviewing mandates implementation and guaranteeing structural changes and reorganizing programs throughout the United Nations system.

The objective of this initiative is to strengthen the ability of the United Nations to face global challenges such as struggle, displacement and climate crisis. At the same time, it is also an attempt to effectively manage external challenges such as the decrease in the budget and increase political differences.

According to the Secretary General of Policy Affairs and the president of the workforce that monitors the scheme, the cows pilot said: “Often, the un80 initiative is only introduced as the exercise to reduce the cost by reducing the cost, which is not correct.”

He said: “The Secretary General has made it clear that, although we have to make decisions according to the resources in decline, the purpose of this initiative is to make the United Nations work more strengthened and capable.”

Extensive impact

In the morning session of the one -day meeting held on Thursday, the Secretary General of Policy Affairs, Cow Rider and the United Nations controller, Chandramouli Ramanathan (preparing the budget and manages the funds of the institution) reported on the progress carried out in two important functions of UN80.

The Vaca rider presented the UN80 background and the current global conditions through a slide presentation. Over time, the United Nations have adopted around 40,000 different mandates, which are implemented by complex combinations of more than 140 institutions.

In 2023, the United Nations provided assistance and services of approximately $ 69 billion worldwide. Most of it, that is, $ 31 billion or around 45 percent, was assigned for humanitarian aid.

This was followed by 21 billion dollars (30 percent) Development programs, $ 9 billion (13 percent) for works of peace and security, and approximately one billion (1 percent) were spent on human rights work.

The cows pilot said: “We believe that the entire population of the world is associated with the United Nations World Agenda, somehow or another.” He also informed that through development programs, the United Nations directly affects the lives of approximately 44 million people, while some 14 million people receive assistance in crisis situations.

Corted resources

Cow Rider said that two years ago, the total available funds of the United Nations was $ 69 billion, that is, the highest amount so far. But today this figure has been reduced to about 50 billion dollars, which is a sign of “serious uncertainty.”

This 30 percent reduction means that the scope of development efforts is now limited to only 38 million people, while the resources available for humanitarian aid will be reduced to only 11 million people.

In this context, the Vaca pilot said: “It is possible that we not only expedite the process of implementation of the assigned mandates, but also improve the structures that are the backbone of the diverse system of the United Nations.”

He insisted: “The success of the UN 80 initiative will depend on how much positive impact we can have on these people with our actions, whose institution has been formed to serve.”

Proposal to increase efficiency

Chandramouli Ramanathan informed the representatives of the progress carried out in the first place of work. He informed that a working group has formed to increase efficiency, reduce reduction, standardization of services and transfer work to existing service stations.

In this “detailed list”, there is a plan to bring existing services related to human resources, finance and purchase to integrated assistance centers. It will begin with New York and Geneva, since these two cities have the largest number of United Nations and employees.

Under another proposal, the operation of salary funds will centralize in only three world centers instead of 10 current places.

Chandramouli Ramanathan said that the working group will end these proposals and deliver to the Secretary General. “If they obtain approval, they will be presented to the General Assembly as amendment in the 2026 program budget before September 1”

He said: “In addition to the UN80, we are also reviewing the 2026 program budget proposals, so the total cost can be reduced by 15-20 percent and a 20 percent reduction in the workforce. In addition, the approach will focus on maintaining the capacity at the entry level and the decrease in the number of senior positions.”

‘Ambar de los Mandates’

Giving information about the second job, the cows pilot said that his first phase was an analysis of the “long list of mandates”, that is, the intensive review of all mandates implemented by the United Nations.

It began with the departments of the Secretariat, peace establishment campaigns, political missions, regional commissions and other agencies.

In this review, the mandates as ‘Pact for the Future’ and 2030 Sustainable Development Goals (SDG) were the most mentioned.

This detailed panorama indicates that the United Nations Ministry currently provides services to around 400 intergovernment agencies, celebrates around 27,000 meetings per year and documentation of 2,300 pages per day, which costs around $ 36 million per year.

Now a “registration of mandate resources” has been prepared. A report based on this will be available at the end of July, which will be useful for giving direction to the next strategies.

Concern for the Proposed Budget Deduction

During the meeting, many representatives shared their views on the Un80 initiative. Iraqi ambassador Dr. Abbas Kadhom Obaid, Group 77 and China, expressed concern about the proposed budget cut from 15 to 20 percent and 20 percent of employees.

He raised the question of what was the process of deciding this data: “This is important because we know that several funds, programs and agencies of the organization, all departments and divisions, are quite different from each other.”

He said: “The geographical and sexual balance must be treated in the context of any type of cut. As the group has repeated many times, transparency, responsibility and inclusion must be essential throughout this process.”

Adequate for the future

The meeting was held at a time when the 80th anniversary (June 26, 1945) of the Firm of the United Nations Charter is a few days away.

The president of Mahasabha, Philmon Yang, also said the same in his inaugural speech.

He said: “This is the opportunity to consider the achievements of the last 80 years and, at the same time, see the future, so that the United Nations remains purpose, impressive and relevant in the coming decades.”
