The UN Secretary General, Antonio Guterresh, while approaching a high level discussion of the Security Council on Tuesday, said that the ocean and the sea are “sending a clear message of SOS.” The pressure of traditional threats and new positions in marine areas is increasing, including piracy, armed robbery, smuggling, terrorism, cyber attacks and regional disputes.

He said: “Since the time immemorial, the sea route has been linking the world with a thread. But maritime areas are under fast pressure … and without marine safety, there can be no global security.”
